Questions regarding state

Hallo Leute! I had a few questions regarding the Approbation process in the following states I have shortlisted. 1. Thuringia : Is it true Thuringia does not allow to practise with berufserlaubnis after passing FSP? 2. NRW : Ive read its wait time to procure DB has increased substantially. is this true? 3. Neidersachsen : I read they require a document with a job letter or a hospitation offering to be submitted before application, is this true? General: How much time to get DB generally?
