A change to another federal state after two failed exams is generally possible, but an automatic restart of the Gleichwertigkeitsverfahren is not guaranteed. In Germany, the Gleichwertigkeitsprüfung is organized federally. This means: Each federal state has its own Approbationsbehörde, which independently checks whether your degree corresponds to the German medical degree. If you move to another federal state, you must submit a new application there - the examination therefore starts again, but this does not happen automatically or is guaranteed immediately. Even after two failed Kenntnisprüfungen, another federal state can re-examine the procedure, provided the requirements are met.
