Often it’s both (home country + Germany once you live here). Best is to follow your Bundesland checklist and ask one short question if unclear, because validity dates can cause delays.

For Approbation Germany they request “Führungszeugnis” and I don’t understand: is it from Germany, from home country, or both?
In NRW they wanted German Führungszeugnis “Belegart O” (sent direct to authority). I didn’t know this and ordered the wrong one first.
In my case they wanted both: police clearance from home country + German Führungszeugnis once I arrived.
