I dont have Certificate Of Good Standing

I studied in Ukraine. I have the Tempoary medical License from Nigeria. The issue is I cant get the Certificate Of Good Standing until I have the full License which itself requires me to be in Nigeria for 1 year. I cant do this cause I cant be outside germany for more than 6 months in a row but this requires me to be there for a year uninterruptedly.... What do I do
